Aksharamala

Aksharamala is a commercial utility designed to allow easy input of Indic languages using a transliteration scheme. Its particular strength appears to be its ability to input Indic language text under Windows 98 (this has not been tested).

BabelPad

A free utility that allows you to enter Unicode text on non-Unicode versions of Windows (e.g. Windows 98). The Indic capabilities of this application are limited.

UniPad

A free utility, similar to BabelPad, that allows you to enter Unicode text on non-Unicode versions of Windows (e.g. Windows 98). Indic support for combining characters is in development but does not work at present. Once this has been implemented, UniPad could be a very good interim solution for Windows 9x users.
